Dispersal order authorised in Winchester city centre following reports of anti-social behaviour

A dispersal order has been authorised in Winchester city centre following reports of anti-social behaviour.

The order, authorised under Section 34 of the Anti-social behaviour, Crime and Policing Act 2014, will be in place from now until 1.40pm on Wednesday 26 October.

It covers an area which includes Chesil Street and Tower Street car parks, the High Street, Orams Arbour and River Park Leisure Centre.

Over the course of the last few weeks, we have received reports of groups gathering, playing loud music and behaving a manner which has been reported to be intimidating.

The dispersal order gives our officers the power to order a person to leave the area with no return within the specified time period. Those who refuse to comply with the order are committing a criminal offence and are liable for arrest.

It also provides officers the power to seize items, such as music systems and skateboards.

Individuals who are aged under 16 will be taken be to their home address, and follow-up work will be done with parents.

Inspector John Stribley said: "While it is only a small minority of people who become involved in anti-social behaviour, we know that the impacts of this can be far-reaching and have considerable effects on the lives of local residents.

"Anti-social behaviour often goes hand in hand with other associated criminal activity, and we are determined to put a stop to this and target the individuals involved.

“The tactics we are using are a robust measure to keep the public safe and ensure local people’s lives aren’t disrupted.

“If you have witnessed or been affected by any of this type of behaviour in the area, please continue to report it to police so we can target our patrols and take further proactive action.”
