Hampshire and the Isle of Wight, at over 1,500 square miles, have grown in population by 121,000 to 1.8 million between the census years 2001 to 2011. The counties are covered by 14 local authorities (1).
Much of the area is rural, surrounding densely populated cities, which are linked by a road network featuring the M27 and M3 plus two international airports and railway lines to other UK cities. Census data shows an ageing population with an increasingly diverse background particularly in urban areas where 90 ethnic groups are represented (2).
Hampshire has maritime history with ports in Southampton and Portsmouth. Tourism attracts 48 million day visitors a year to Hampshire, and 845,000 day trips per year to the Isle of Wight (3).
The Police and Crime Commissioner (PCC) budget for 2014-15 is £307.685 million (4).
Hampshire Constabulary needs to save £52.9m over the four years of the Government's spending review between March 2011 and March 2015 (5).
Workforce numbers will have reduced by 22% to 5,076 in March 2015 from 6,518 in March 2010 (6).

Hampshire was judged in July 2014 as a good force by HMIC, which highlighted work to save time without reducing the quality of service to the public, and improving victim satisfaction while making considerable savings (8).
There were 103,535 recorded crimes in 2013-14 and 32.32% of recorded crimes were solved (9).
The PCC plan 2013-2017 highlights four priorities: One: improve frontline policing to deter criminals and keep communities safe, Two: place victims and witnesses at the heart of policing, Three: work together to reduce crime and anti-social behaviour, and Four: reduce re-offending (10).
