Research into Domestic Violence
Chief Inspector Paul Bright of the Hampshire Constabulary Criminal Justice Department compared systems for dealing with domestic violence issues in the United States with those in this country.
The work he conducted was under the auspices of the Fulbright Scholarship for research into police issues.
As part of his studies he spent five months at North Carolina State University sharing the expertise he has built up in 27 years as a Hampshire officer and conducting research into domestic violence in the USA.
"The emphasis in the United States is much the same as the UK," he said.
"The offender is caught, charged and convicted and will more than likely re-offend.
"If there is to be any meaningful change in the offender's behaviour we have to look beyond the criminal justice system.
"Agencies such as social services, police and health bodies must be sharing, open and honest with information and willing to invest time with offenders and their families."
