About the Police Authority

Hampshire Police Authority is the governing body of Hampshire Constabulary and its membership consists of councillors, magistrates and members of the public.

The chief constable has overall responsibility for the operational policing of Hampshire and the Isle of Wight, however the authority has the following responsibilities:
  • To secure an efficient and effective police force for Hampshire and the Isle of Wight
  • To publish a policing plan setting out the Police Authority's proposed arrangements for the policing of Hampshire and the Isle of Wight for the period of three years beginning with that year
  • To produce an annual report assessing the extent to which the objectives in the policing plan have been achieved
  • To set the annual budget for the force and ensure that it achieves best value for the money spent
  • To oversee complaints against Hampshire Constabulary to ensure they are dealt with thoroughly and fairly
  • To arrange for trained volunteers from the community to make unscheduled visits to police stations to monitor the welfare of persons detained there
  • To ensure that facilities exist to consult the public about policing matters
  • To appoint officers to chief constable, deputy chief constable and assistant chief constable rank

The full authority meets on seven occasions a year and discusses with senior police management in a public forum a wide range of matters relating to the past and future performance of the force.

In addition to these meetings, the authority holds committee meetings open to the public with specific responsibilities for community affairs, complaints, crime prevention finance, IT, performance, personnel, and standards & governance.

Publications

The Policing Plan 2010-13 contains the aims, objectives and priorities for the authority and the constabulary over the next three years.

It includes national priorities set by central government and local priorities with performance indicators decided by the authority following consultation with the people of Hampshire and the Isle of Wight.
