Locally, we work with your community to find out what matters most where you live. We will work with you and our partner agencies to agree the main priorities for the area and how we will work together to tackle them.
Community priorities for the Andover North areas include:
- Reduce anti-social behaviour at the parade of shops in Atholl Court, King Arthurs Way
- Reduce anti-social behaviour in the area of Tesco Express, Cricketers Way
- Reduce incidents of graffiti and vehicle damage in Alamein, Harrow Way and Charlton wards

Actions we have taken in relation to your priorities
Safer Neighbourhoods police officers and PCSOs provide a visible presence throughout the Alamein, Harroway and Charlton wards to give reassurance to residents. Patrols are planned to ensure that members of the team are in the right places at the right times to give members of the public the opportunity to raise any issues that concern them. Patrols will be stepped up wherever possible as the daylight hours increase and the temperatures rise.
Reducing criminal damage and juvenile nuisance
The Safer Neighbourhoods team are working with their partner agencies on a P.R.I.M.E. (Problem Resolution in a Multi-agency Environment) for the area around Kingsway Gardens. This part of Alamein Ward has historically suffered from higher levels of crime and anti-social behaviour and the team are working hard to reduce this by getting to the root cause of the problem. Safer Neighbourhoods officers are gathering information from a range of sources and will be implementing long term solutions to the issues rather than simply applying a ‘quick fix’.

Beat surgeries
Regular beat surgeries and street meets are being held in the key priority areas (details of the meetings are below, under the relevant officers and PCSOs). Please come along to these meetings to let us know about any issues or concerns you may have in your neighbourhood.

Harroway Ward and Charlton Ward
I am PC Rob Goddard and I have been a police officer for seven years. I have worked in Andover for most of that time, with a short stint in Romsey. I became responsible for the Charlton and Harroway Wards in January 2010. Previous to this I was a Safer Neighbourhoods officer for the Alamein Ward in Andover.
I will be concentrating my efforts on criminal damage, juvenile nuisance and vehicle nuisance as these are the current priorities set for the area based on the calls received from residents in these wards. Having just started in the area I am keen to make as many contacts as possible over the next few months and will be looking to regularly attend the Charlton Parish Council meetings.
Crime in the wards has historically been relatively low and I intend to keep it that way. My most important message is to encourage residents to report crime and anti-social behaviour so that I can maximise my efforts on the issues that affect the residents and businesses in these wards.
My name is Gavin Pascoe and I joined Hampshire Constabulary at the end of January after being a PCSO in the Metropolitan Police for 2½ years, where I worked on a Safer Transport team. I work closely with PC Rob Goddard and between us we look after Charlton and Harroway beats. I am out on patrol as often as I can be and am also interested in getting involved in any projects, organisations or clubs that are in these areas. Alamein Ward; King Arthur's Way
My name is PC Simon Merritt and I have been a police officer for two years. I am the beat manager for the area of King Arthur's Way, which means I am the named point of contact for policing in the area and provide a link between the various agencies such as Testway Housing and the Test Valley Borough Council.
The current priorities for my beat are tackling and reducing anti-social behaviour, criminal damage and neighbourhood disputes. I am regularly patrolling the area in the car and on foot and soon I’ll be out on the mountain bike too! I am currently working closely with the anti-social behaviour officers from the local authorities and Testway Housing.

I am PCSO Peter Jones and I have been in this role for over a year now. I work on the Alamein ward of Andover and specifically cover King Arthur’s Way with PC Simon Merritt. Hopefully you have seen me around the area patrolling on foot, bike or at our local beat surgeries or looking after the Askalot shop. I have been working closely with PC Merritt to do the best job on solving the local community problems that you have made us aware of and tackling any problems we come across on the way. If there are any problems you think we should be aware of please do not hesitate to inform us, we are always eager to help!
I am looking to do more work alongside Knights Enham School, including more sports events and I am organising a Junior PCSO scheme which you should see on the estate soon. So if you see me out and about please come and say hello!

Alamein Ward; Roman Way and Augusta Park
I am PC Sam Aymes and I cover Roman Way, the new and upcoming Augusta Park and Enham Alamein. I also cover our rural villages Smannell, Little London, Knights Enham and Finkley. I have been a police officer for two years now and have been based at Andover police station for the whole time.
Reducing anti-social behaviour is our main focus in the area and the police are part of a multi-agency network which works together to put initiatives in place to reduce anti-social activities in the area. This includes involvement from local housing agencies and Test Valley Borough Council.
We are looking to start a monthly meeting event with the residents of Roman Way. A date is yet to be arranged but we are keen for members of the public to come along and express what they feel needs to be addressed in the area.

I am PCSO Rebecca Williams and I have been a PCSO in Andover for three years. I currently police the Roman Way estate, Augusta Park and surrounding villages area of Alamein with PC Sam Aymes. Our current priorities for the area are reducing anti-social behaviour and criminal damage and we urge all residents to report such things. The more we hear about, the more we can do. We target our patrols in heightened crime areas to hopefully deter crime continuing.

Alamein Ward; Cricketer's Way and Swallowfields
I am PC Peter Nelson and I have been a police officer for 13 years. I took over responsibility for the Alamein Ward some 11 years ago initially as the beat manager for the King Arthur’s Way and Roman Way estates, and surrounding villages of Enham Alamein, Smannell, Little London and Stoke. Since September 2008 I have been the beat manager for Cricketers Way and Swallowfields estates within the Alamein Ward.
I am working on reducing anti-social behaviour and criminal damage within the estates as well as conducting high visibility patrols to reduce the fear of crime. I am aware of the issues surrounding the anti-social behaviour of a small minority of youths who gather regularly outside the Tesco Express store. In conjunction with the store and other partner agencies, such as Safer Streets, the Youth Inclusion Support Programme (YISP) and the Partner Agency Team (PAT), we as an organisation are looking at the most troublesome youths and introducing them to acceptable behaviour contracts (ABC), which can have an effect on the family tenancies of those involved.

Last but not least...
I am PS Andy Noble and I have worked in Andover for over ten years, spending most of my time with the response teams as a Police Constable and then as a Sergeant. More recently I have worked with the Rural Safer Neighbourhoods team at Stockbridge for a three month period and now supervise the team for Andover North. Working closely with the team and partner agencies, I hope to be able to make a lasting difference to the communities that we serve, tackling the real issues that face those who live and work in the area. I am very aware of the impact that anti-social behaviour can have on those who regularly have to endure it and will use all of the legislation and strategies available to us to ensure that issues are resolved at the earliest opportunity. I would really encourage you to report your concerns and all incidents to Hampshire Constabulary or the relevant local authority or housing association so that we can all build up a full picture of what is happening in our area and so that we can work together to bring long term solutions to the issues raised. I also encourage you to speak to members of the team when you see us around. I look forward to hearing from you and to meeting you in your community.
