Your local priorities
Locally, we work with your community to find out what matters most where you live. We will work with you and our partner agencies to agree the main priorities for the area and how we will work together to tackle them.
Winchester City Safer Neighbourhoods Teams' top three priorities are:
- Reduce criminal damage incidents in the town centre.
- Prevent and reduce anti-social behaviour, including action on drunkeness and criminal damage
- To prevent and detect theft, particaulry purse thefts-we are aiming to raise awareness of this crime

Action we have taken in relation to your priorities
Thefts
As well as conducting our normal high visibility policing, we have conducted various operations using a wide range of resources from within the constabulary. Operations are intelligence led and we share information with our colleagues in other towns and cities who have experienced similar problems. We have handed out purse lanyards and advice to the elderly who are the main targets. We have also trained shop staff in how to identify and deal with potential thieves.
Rowdy /inconsiderate
We have rigorously enforced the Alcohol Exclusion Zone and this has assisted in reducing the amount of rowdy and inconsiderate behaviour. It has also led to a reduction in re-offending. We have worked together with the owners of one particular licensed premise which was causing us problems. This led them to make some voluntary changes to their license conditions during November and December. This has resulted in a dramatic drop in violent and rowdy behaviour. There is similar work being planned with two other licensed premises in the town centre.
Criminal Damage
Historically, there has been a pattern of Criminal Damage incidents tending to happen as late night revellers left the clubs/pubs and walked home. We do have an Action Plan to tackle Criminal Damage incidents and this is being put into use to try and tackle the problem. This includes working closely with the CCTV operators and staff at Licensed Premises, as well as putting extra officers on the streets at key times.
During the month of November there were 8 reports of damage, the majority having been caused during the day which is unusual. It appears that our partnership with the Licensees and CCTV Operators has been working due to the decrease in the evening/early morning incidents.
Community work
Pub Watch and Shop Watch have monthly meetings where we discuss any issues, information or problems. We meet with the Hospital, HMP Winchester, Melbury Lodge and housing to deal with any crime or issues that have emerged. The Clean and Green initiative is run by the Police and Neighbourhood Wardens. Its aim is to tackle areas where there is litter or perhaps areas that appear quite intimidating. The initiative has made a big difference to some of the retailers and residents within our area.
How you can take action
We hold Beat Surgeries and are available to chat to when we are out and about in the town centre. Rather than having a regular set date and time, we tend to focus around current issues, for example purse theft awareness, cycle security. These sometimes coincide with particular events such as cycling events, market days etc.
Our Neighbourhood Watch meetings are monthly.
Safer Neighbourhood Panel Meetings take place at the Walton Room, The Guildhall, Winchester.
These meetings represent an opportunity for us to engage with our local community to gain an insight into the community's crime and disorder concerns.
We would encourage members of the public/retailers etc to attend meetings of the Panel as observers.
In doing so, you can address the meeting on relevant issues at the start of the meeting only at the Chairman's discretion.
