Southgate Safer Neighbourhoods team

Your Safer Neighbourhoods team is made up of police officers, special constables, police community support officers or volunteers. We are working together with the community and other partners to tackle local problems and improve the quality of life in your neighbourhood.

Sergeant Chris Hills is responsible for the Southgate Safer Neighbourhoods team, covering Stanmore, Olivers Battery, St Cross, Compton, Otterbourne, Colden Common and Twyford. Sgt Chris Hills

Your local priorities

Locally, we work with your community to find out what matters most where you live. We will work with you and our partner agencies to agree the main priorities for the area and how we will work together to tackle them.  

Southgate Safer Neighbourhoods main priorities are:

Stanmore, St. Cross, Badger Farm and Oliver’s Battery

  • Anti Social Behaviour, Cromwell road recreation ground and Wavell Way.  
  • Anti Social Behaviour, St Cross Road and surrounding roads, particularly during the evening and at weekends.  

Hursley, Otterbourne, Compton and Shawford

  • Cycling on the footpath Otterbourne Road and Main Road area, Otterbourne.  
  • Parking issues in Shawford area.  
  • Anti Social Behaviour in Oakwood Avenue. 

Colden Common and Twyford 

  • Parking issues in Park Lane and Twyford High Street area.  
  • Speeding in Church Lane and Main Road, Colden Common.  
  • Speeding and cars breaching No Entry in Queen Street, Twyford.

These are the priorities that people in your local area have agreed with the Safer Neighbourhoods team. You can influence these priorities by contacting your team, attending a meeting or speaking to members of the team when you see them out and about.


Action that we have taken in relation to your priorities

Our aim is for our community to know who their local officers are, and have a continuity of community issues.  To combat anti-social behaviour and juvenile nuisance to improve the quality of life for our residents.  This will gain public confidence through our actions and achievements.


Partnership  Working

We work with other agencies to reduce crime and reduce the fear of crime.  Such agencies include housing departments, anti-social behaviour co-ordinator’s, neighbourhood wardens, accredited community officers, fire brigade and youth case worker’s.  At bi-weekly tactical meetings all agencies are represented when initiatives are discussed and actions tasked to the various agencies.  This has resulted in multi agency operations to tackle current problems.

Police, community wardens and neighbourhood wardens have weekly briefings to discuss specific areas of concern, so that targeted patrol can be conducted.

Parking Issues

We are working hard to resolve parking issues where they present themselves. We work by trying to educate road users giving them a warning letter and if necessary further enforcement is then done. This work is ongoing.

Speeding

Southgate officers have recently been trained in use of the hand held speed gun. We have undertaken several periods of enforcement in areas of concern highlighted by local people and we will continue to do so.

Community Work

Neighbourhood Watch:  

Eric Caldwell has volunteered to represent the Southgate area at District NHW meetings with Hampshire NHW officers and the district police Senior Management Team. Each lead co-ordinator will be contacted on a regular basis by Southgate PCSOs and police officers; they will also be invited to meetings twice annually where we can get together and discuss any issues. These are now held at Winchester Police station as the number of coordinators has increased. Lead co-ordinators will cascade information to colleague street co-ordinators who will keep their members updated on local policing issues. The PCSOs are actively seeking co-ordinators in the areas of Badger Farm, Stanmore and Colden Common where an need has been identified..

  • Parish council meetings  We will attend Parish Council meetings on a quarterly basis in order to gain feedback from local representatives and the local community about issues of concern in their area. We will supply a monthly report detailing incidents of note in the area. We will also aim to attend all AGM's for the Parishes. Communication with the Parishes will also help us identify priorities for the beat areas we cover.
  • Carol Youth Centre   PC Port, PC Zubaidi and PCSO Carne have kept very good relations with the staff and young people at the Carroll Youth Centre.  The centre has been refurbished and the city council is planning further improvement of the outside play area.  The community partnership are looking to provide a youth shelter in the park for young people to meet. 
  • Community Patrol - All officers have been dedicated to local patrol, either by foot, cycle or vehicle. This ensures a high level of community satisfaction. This patrol has recently been concentrated in the areas of Otterbourne and Colden Common due to the murder of Georgina Edmonds. Foot and cycle patrols will increase over the summer months.

Operations 

Farley Mount Country Park - We have seen an increase in vehicles being broken into in the country park car parks, particularly at weekends. We have been conducting high visibilty operations in this area to provide reassurance to people using this area and a deterrant to would be offenders. Efforts in this area are ongoing. The below photo is from a beat surgery that took place in the Junction car park on 13th and 14th November 2009 organised by officers from Southgate Safer Neighbourhood Team. 

Stanmore area - There has been a large number of reports of nuisance and noise occurring in the Stanmore area of Winchester. Officers have worked with the university and Environmental Health as well as Accredited Community Support Officers, Neighbourhood Wardens and local councillors to arrange several operations to be in the area at the time of the nuisance in order to deter individuals from causing problems and to educate them about living in a well populated area. This has proven positive. We will continue this work as this issue is an ongoing problem.

No Cold Calling Zones

Officers at Southgate are currently working help residents beat bogus callers by setting up No cold calling zones in our area. We have several No Cold Calling zones set up. These are in:

  • Oakwood Avenue - Otterbourne
  • Pelican Court - Hursley
  • Keble Court Hursley. Lisle Court Stanmore
  • General Johnson Court - Stanmore and Drummond Close Stanmore
  • Coles Mede Otterborne
  • Colverdene Close Colden Common
  • Cromwell Road and Airlie Corner.
  • Edward Road, Winchester 
  • Brambridge end of Church Lane, Colden Common
  • Grays Close, Colden Common
  • Kings Close, Twyford

The residents are really happy with the zones and have fully supported the police. The zones have been set up in conjuction with Winchester City Council and Trading Standards.

We have recently been looking at launching further NCCZ's in Olivers Battery and this will be expected to launch in the next couple of months..

Residents of Stanmore, along with the Neighbourhood Wardens, the Police, Hampshire Fire and Rescue Service, A2 Dominion Housing, SERCO, and Winchester City Council’s Community Safety, Housing and Open Spaces teams came together to give an area of Stanmore a thorough Spring Clean.

The week long operation was spurred on as a result of residents highlighting issues they wanted addressed by the appropriate agencies; and what better way to do it than getting everyone together as part of one big partnership project.

Beat Surgeries

As part of our commitment to be visible in your area and also receive feedback on what we are doing right and wrong we will be holding Beat Surgeries at the below locations and dates. This is your opportunity to meet your local safer neighbourhood team and also discuss any issues you may have which may affect policing priorities and how we police your area.

'Your Voice Counts' comment boxes have been placed in Oliver's Battery Convenience store and Otterborne Village Hall. The boxes are confidential and allow  residents to let Southgate police officers know there point of view and the areas they would like improved or targeted. We are then able to react to these concerns.
