  • PC Geoff Mangan
  • PC Phil Lindsey

The team also contains the following PCSOs:

  • PCSO Ann Adams
  • PCSO Greg Sharman
  • PCSO Marie Harding

Your local priorities

Locally, we work with your community to find out what matters most where you live. We will work with you and our partner agencies to agree the main priorities for the area and how we will work together to tackle them.

Fareham West Safer Neighbourhoods main three priorities are:

  • Anti-social behaviour particularly on Broadlaw Walk and at Highlands Road shopping Centre.
  • Issues relating to school pupils, particularly from Henry Cort and Neville Lovett
  • Vehicle related nuisance around the Highlands Road area, particularly Privett Road and Hillson Drive

These are the priorities that people in your local area have agreed with the Safer Neighbourhoods team. You can influence these priorities by contacting your team, attending a meeting or speaking to members of the team when you see them out and about.

The team will also aim:

  • To reduce anti-social behaviour, crime, and disorder
  • To provide public reassurance through high visibility patrols
  • To engage with local businesses, schools, and residents to tackle local issues, and improve the quality of life in Fareham North West and Fareham North.

Action we have taken in relation to local priorities

PC Dee Dixon is the  schools officer for the area. Dee splits her time during the week between Henry Cort and Neville Lovett schools. She also has a responsibility to the feeder schools for the secondary schools and will be attending these as the school year comes to an end in July. Dee's responsibilities are to assist the schools with incidents that may occur inside the school and to provide information and guidance to both students and parents regarding police matters. This role is part of a nationwide initiative sponsored  by central government to improve links between police and the community that they serve.

The Safer Neighbourhoods team have been successful in obtaining two 'anti social behaviour' orders (ASBOs) on problem residents, one from Redlands Lane and the other from the Highlands Road area. These people were both constantly behaving in an anti social manner. They both were causing regular problems for local residents and business owners. The order remains in place for between 2 - 3 years and requires them to comply with conditions intended to improve their behaviour.

ASBOs are issued by courts to persons whose behaviour may not be necessarily of a criminal nature, but is causing considerable alarm and distress to local people who are directly affected by that behaviour. The Neighbourhood Team are currently progressing two further applications against persons within our area. PC Helen Mann assisted with a Fareham district investigation into over 40 reported incidents of milk thefts and break-ins to beach huts in Stubbington. Some of the milk thefts took place in our Neighbourhood Area. A total of 11 people were arrested in connection with these crimes and 8 of these have received either a youth final warning or a police adult caution. Although the combined cost of the items stolen were of a low value, it did effect a large amount of local residents.

PCSO Ann Adams continues to provide assistance to local schools in providing advice and instruction to students on subjects including, 'It’s a crime', 'you can say no' and 'anti social behaviour'. These continue to be a success to all involved.

The Safer Neighbourhood Team continues to seize alcohol from youths who are caught drinking in the street. All the drink seized is donated to Lions charities and so far this year has raised 500 pounds. Several 80 pound fines have been issued to those supplying youths with alcohol and we will continue to focus hard on this next year. The Safer Neighbourhood Team continues to work with local agencies, in particular Fareham Borough Council to tackle crime and anti-social behaviour. Contracts called ABCs have been issued to three juveniles and one adult over the last two months to improve their behaviour. If they continue to be anti-social then an Anti Social Behaviour Order (ASBO) can be considered and enforced by law. The Safer Neighbourhood Team will continue to work hard next year to target anti-social behaviour.

Hopefully by now, you have had the opportunity to meet members of your Neighbourhood Team, either at the monthly beat surgeries or when they are patrolling on bicycles.  If not, then please take the time to stop them and pass on any queries you may have or feedback on how we are doing.

Op Pedal run by your SNT in response to local concerns

Concerns were raised by local people at various meetings such as the CAT, and CTCG (Community Action Team & Community Tasking and Coordinating Group) regarding people riding pedal bikes on the pavements in the Fareham West area.

PCSO Greg Sharman set up an operation to tackle the problem called Operation Pedal. The first part of the operation aimed to make people aware of the dangers and consequences of riding on the pavement and what the law was in relation to this.

Police officers and PCSO's were stationed at various locations including Highlands, West End, and Fareham and Portchester town centres. If someone was seen riding on the pavement, they would be stopped and given safety advise, and also warned that they could have received a £30 fixed penalty notice. They were also advised that during the next part of the operation these tickets would be issued. This part of the operation was well received, with people appreciating the warning and taking onboard the advise.

During the second part of the operation, which took place the following week, Police officers and PCSO's were again stationed at various locations, handing out fixed penalty notices to those stopped while riding on the pavement. Again anyone stopped was given safety advice regarding riding on the road.

During the operation 10 fixed penalty notices were handed out, and many more persons spoken to and given suitable advise.

PCSO Greg Sharman said: "residents indicated to us that persons riding on pavements was a major concern of theirs. In response we ran this op to raise awareness of the law, show that we would enforce this, and hopefully make the area a nicer, safer place for local residents"
