At its meeting on July 20, the police authority was briefed on the current financial situation facing Hampshire Constabulary and how that related to the new headquarters programme. Members were also briefed on the wider estate review now being conducted.
The estate review will examine all buildings in Hampshire and the Isle of Wight and make assessments relating to their condition, running costs, value, functionality and location, and will make a series of recommendations to the police authority in November 2010.
The purpose of this review is to produce an estate strategy that will take Hampshire Constabulary and the police authority forward over the years to come and, subject to funding, provide a future estate that is fit-for-purpose.
The financial situation is that despite the government announcing significant funding cuts in June 2010, the detail will not be known until the findings of the Comprehensive Spending Review are announced in December 2010. Given that the financial situation remains unclear and a review of the estate is ongoing, the police authority has decided to defer any future decisions relating to Alpha Park until such time as these two reviews are reported upon.
New Headquarters Programme
The ongoing work around identifying and preparing a new headquarters for Hampshire Constabulary is being managed under the New Headquarters Programme.
Our vision is to realise lasting benefit to the constabulary and the communities we serve through providing new working practices within an appropriate, sustainable and contemporary building. The facility will be welcoming to all; able to adapt to meet the changing nature of policing; delivered on time and represent true value for money.
Why move?
The current headquarters building in Winchester is showing its age and it is inflexible to the changing needs of the constabulary. The condition of the building is no longer suitable in terms of space or from a maintenance perspective. Renovating the existing site does not offer the most cost effective solution and planning restrictions dictate that the only realistic option was to look for alternative accommodation.

Why Alpha Park?
Alpha Park provides the best value for money of all the premises considered by Hampshire Police Authority. The sheer size of the site means it can comfortably hold all current headquarters staff as well as a number of functions from other locations. Bringing together staff from several locations onto one site will allow more efficient and flexible use of constabulary resources and will provide a facility that is fit to meet the challenges of 21st century policing within the communities it serves.
What will happen when?
The site has already been cleared and made safe and secure to ensure constabulary assets are protected and the area is ready for development. The New Headquarters Programme team is now looking at exactly which functions should be based at the new headquarters. To ensure the best possible use is made of the space available, the team will carefully consider sustainability and planning issues, facilities required, benefits derived and of course the cost of moving each department to Alpha Park.
